Job description

Your understanding of Estimating and Pricing methodologies, and demonstrable legal and contractual knowledge within the construction or Facilities Management industry, preferably within the Central Government or Defence sector, will help you to assist my client as a Bid / Commercial Manager.

 

This is a fantastic opportunity to join my client, a market leader in the provision of engineering & service solutions who have the capability to design, deliver, operate, support, and maintain equipment and facilities on a global basis, in some of the most challenging locations and harshest environments.

 

About the role

 

As a Commercial Manager, you will be responsible for developing, setting, and maintaining the overall standards on EP&P, as well as the preparation, consistency, and quality assurance of all commercial and financial aspects of Bids & Proposals, including, but not limited to:

 

  • Assist in early stage and ongoing analysis of business opportunities
  • Manage the Cost Estimation & pricing process, control, and authority for rates sheets
  • Develop the supply chain supporting bids based on the agreed CONOPS and issue RFP’s and resulting sub-contracts in accordance with an agreed statement of work
  • Development and management of the bid & proposal process including book plan, bid schedule, WBS, and pricing
  • Liaison with the Commercial Manager to produce the commercial aspects of the proposals; and on the review of Contracts, Variations and Task Orders for compliance with the Offer submitted
  • Initial review & sign-off of all Estimates and Proposals prior to senior leadership reviews
 

Other responsibilities associated with the role will include:

 

  • Handover of complete bid packages to Operations for successful bid awards
  • Conformance with External Relationship Risk Management (ERRM) requirements
 

About You

 

To be suitable for the role, you will have demonstrable financial and commercial acumen associated with the bidding and winning of contracts, including value management and risk. You must also have good working knowledge of the construction or Facilities Management industry, preferably within the Central Government or Defence sector, and be able to meet the following minimum requirements:

 

  • Experienced in developing and implementing prime and sub-contractor selection and negotiations both pre and post tender.
  • Estimating and Pricing methodologies
  • CIMA, RICS or CICES qualified, or relevant, demonstrable experience
  • Relevant, demonstrable experience at a similar level / within a similar role
  • Project / Program Management experience
 

Whilst not essential, it would be beneficial if you also have the following:

 

  • Post graduate qualification (MBA/MEng)
