Job Description

Our client is looking for a Procurement Specialist (Digital, Data and Technology Tendering) to join their team on a contract basis. This role will initially be remote but will move to one of their offices once restrictions lift.

Digital, Data & Technology (DDaT) transformation will play a crucial role in the development of the new Building Safety Regulator (BSR) and the effective delivery of its functions. Our client will need a partner(s) to support them in defining the Digital, IT and Data Strategy for the Buildling Safety Regulator, and to support the design and delivery of the digital and data solutions as part of the Programme. They now need a procurement/tendering specialist to work with them to define and manage the procurement exercise(s).

Key responsibilities
*Managing the end to end procurement process to procure an Agile Digital Delivery partner, facilitating delivery at pace
*Working with key stakeholders in determining the most appropriate route to tender that meets all government and legislative requirements, and provides the best opportunity for the business to achieve its required outcomes
*Hands-on write and produce the Invitation to Tender (ITT), and required supporting annexes and documents, including draft contract
*Define an appropriate evaluation and scoring methodology, including shortlisting and evaluation criteria and value for money assessment
*Working with key stakeholders, including our procurement team, manage the competition process, including timetables, clarification processes and evaluation
*Working with the company's in-house procurement team, support and manage the design of the contract, providing suitable leverage, protection and options for both parties working with the business' in-house procurement team, support and manage the contract award process
*Define the onboarding requirements for the new partner(s) and support the implementation period

Skills and Experience
*Significant experience in public sector tendering and procurement (ideally hands-on experience in procuring an Agile Digital Delivery partner)
*Demonstrable experience in managing large value Digital, Data and Technology (DDaT) procurements
*Good knowledge of procurement options and routes to market, including OJEU
*Excellent planning, co-ordination and organisational skills with the ability to meet challenging deadlines
*Exceptional communication skills and the ability to build consensus and relationships among managers and senior stakeholders
*Excellent problem-solving skills and the ability to take the lead when needed
*Highly motivated, committed and passionate
*Ability to work with focus and pace
*Ability to adapt to an ever-changing environment and react quickly to emerging challenges
*A Chartered Institute of Procurement and Supply (CIPS) would be an advantage
